This Office Memorandum from the Ministry of Personnel, Public Grievances & Pensions clarifies the guidelines for considering officers for promotion to the Section Officers’ Grade of CSS for the years 2012, 2013, and 2014. It addresses instances where promotion orders were issued to officers who were either retired or hadn’t completed mandatory training. The memorandum reiterates that promotion notifications should only be issued after successful completion of Level B Training and that retired officers should not be considered for prospective promotions. Ministries and Departments are instructed to cancel any orders issued in violation of these guidelines and inform the Department accordingly.

OFFICE MEMORANDUM

Subject: Zone of consideration for inclusion in Select List of Section Officers’ Grade of CSS for the years 2012, 2013 \& 2014 against Seniority Quota (SQ) regarding

The undersigned is directed to refer to this Department’s OMs No.6/5/2015-CS-I(S) dated 06.02.2015, No.6/6/2015-CS-I(S) dated 09.02.2015 and No.6/7/2015-CS-I(S) dated 04.03 .2015 vide which the zone of consideration for inclusion in Select List of Section Officers’ Grade of CSS for the year 2012, 2013 and 2014 respectively were issued.
2. It has been noticed that some Departments/Ministries have issued promotion orders in respect of officers, who are either retired or have not successfully completed the mandatory training programmes, in contravention to DPC guidelines/CSS Rules, 2009 and regulations issued there-under.
3. It is reiterated that::
(i) the notification/orders for regular promotion should be issued prospectively from the date of successful completion of Level B Training programme, if not already completed on the date of issue of respective zone
(ii) The appointment of officers, who were in service on crucial dates for inclusion in the respective select lists but retired on superannuation or otherwise before the date of DPC, should not be notified as retired persons would not be available for actual promotion from a prospective date.
4. The Ministries/Departments are, therefore, requested to cancel the orders issued in contravention to the above instructions immediately under intimation to this Department.
