Subject: USSLs – representations against provision of reservation in promotion to US grade – disposal of representations – regarding

The undersigned is directed to refer to representations received in the month of August, 2015 and thereafter from several Central Secretariat Service officers against grant of reservation in promotion to SC and ST category officers while preparing Select Lists of Under Secretary grade of CSS. These officers stated that grant of reservation is against the order dated 19.10.2006 of Hon’ble Supreme Court of India in M. Nagaraj case and requested to revise USSLs 2003 and onwards.
2. All the representationists officers are, hereby, informed that the issue has been examined in consultation with Establishment Reservation Division of this Department. It has been advised that the issues arising out of Hon’ble Supreme Court’s order dated 19.10.2006 are under examination of the Government.
