सा.का.नि. 618 (अ).—राष्ट्रपति, संविधान के अनुच्छेद 320 के खंड (3) के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, संघ लोक सेवा आयोग (परामर्श से छूट) विनियम, 1958 का और संशोधन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-

1. संक्षिप्त नाम और प्रारंभ-(1) इन विनियमों का संक्षिप्त नाम संघ लोक सेवा आयोग (परामर्श से छूट) दूसरा संशोधन, विनियम, 2020 है।

(2) ये राजपत्र में उनके प्रकाशन को प्रवृत्त होंगे।

1. संघ लोक सेवा आयोग (परामर्श से छूट) विनियम, 1958 की अनुसूची 1 में, मद [19ज(क)] और उससे संबंधित प्रविष्टियों के पध्धात् निम्नलिखित प्रविष्टियां रखी जाएंगी, अर्थात्:–

“[19ज(ख)] विकास मानिटरी और मूल्यांकन कार्यालय (डीएमइओ) राष्ट्रीय भारत परिवर्तन संस्था (नीति) आयोग में निदेशक/ज्येष्ठ अनुसंधान अधिकारी/अनुसंधान अधिकारी/आर्थिक अधिकारी/आर्थिक अन्वेषक के पदों को भरने के लिए एक भर्ती चक्र को पूरा करने के लिए एक बारगी छूट। (19ज(ग)) विकास मानीटरी और मूल्यांकन कार्यालय (डीएमईओ), राष्ट्रीय भारतीय परिवर्तन संस्था (नीति) आयोग में महानिदेशक [ज्येष्ठ सलाहकार के समतुल्य (वेतन मैट्रिक्स 182200-224100 में स्तर 15)/उप महा निदेशक [सलाहकार के समतुल्य (वेतन मैट्रिक्स 144200-218200रु में स्तर 14)] के पद”। [फा. सं. 39018/02/2020-स्था.(बी)] सुजाता चतुर्वेदी, अपर सचिव टिप्पण : मूल विनियम, भारत के राजपत्र असाधारण, भाग II, खंड 3, उपखंड (i) में अधिसूचना सा.का.नि. 789 तारीख 13 सितंबर, 1958 द्वारा प्रकाशित किए गए थे और तत्पश्चात् उनमें निम्नलिखित अधिसूचनाओं द्वारा संशोधन किए गए थे, अर्थात्:–

NOTIFICATION

New Delhi, the 7th October, 2020
G.S.R 618(E).-In exercise of the powers conferred by the proviso to clause (3) of article 320 of the Constitution, the President hereby makes the following regulations further to amend the Union Public Service Commission (Exemption from Consultation) Regulations, 1958, namely:-

1. Short title and commencement.- (1) These regulations may be called the Union Public Service Commission (Exemption from Consultation), Second Amendment, Regulations, 2020.
   (2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Union Public Service Commission (Exemption from Consultation) Regulations, 1958, in Schedule I, after item [19 H(A)] and the entries relating thereto, the following items and entries shall be inserted, namely:-
   “(19 H (B)) One time exemption, to complete one recruitment cycle to fill up the posts of Director/ Senior Research Officer/ Research Officer/ Economic Officer/ Economic Investigator in the Development Monitoring and Evaluation Office (DMEO), National Institution for Transforming India (NITI) Aayog.
   (19 H (C)) Posts of Director General [equivalent to Senior Adviser (Level-15 in the pay matrix Rs. 182200224100 )]/ Deputy Director General [equivalent to Adviser (Level-14 in the pay matrix Rs. 144200-218200)] in the Development Monitoring and Evaluation Office (DMEO), National Institution for Transforming India (NITI) Aayog”.
