The Ministry of Personnel, Public Grievances and Pensions has issued a notification amending the Union Public Service Commission (Exemption from Consultation) Regulations, 1958. These amendments, effective from their publication in the Official Gazette, introduce new provisions for recruitment on deputation. Specifically, for a period of one year from the notification’s publication date, recruitment for Deputy Director (Group ‘A’) in pay level 11 and Assistant Director (Group ‘A’) in pay level 10 within the Enforcement Directorate, under the Ministry of Finance, Department of Revenue, will be conducted on a deputation basis. The original regulations were published in 1958 and were last amended in 2021.

सा.का.नि. 92(अ).—राष्ट्रपति, संविधान के अनुच्छेद 320 के खंड (3) के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, संघ लोक सेवा आयोग (परामर्श से छूट), विनियम, 1958 का और संशोधन करने के लिए निम्नलिखित विनियम बनाते हैं, अर्थात् :—
- संक्षिप्त नाम और प्रारंभ – (1) इन नियमों का संक्षिप्त नाम संघ लोक सेवा आयोग (परामर्श से छूट), संशोधन विनियम, 2023 है।
(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।
- संघ लोक सेवा आयोग (परामर्श से छूट), विनियम, 1958 की अनुसूची 2 में, मद 4ख और उससे संबंधित प्रविष्टियों के पश्चात् निम्नलिखित मद और प्रविष्टियां अंतःस्थापित की जाएंगी, अर्थात् :-
“4ग. बिल्त मंत्रालय, राजस्व विभाग के प्रवर्तन निदेशालय में वेतन मैट्रिक्स के स्तर 11 में 67700-208700 रुपये, उप-निदेशक, समूह ‘क’ पद और वेतन मैट्रिक्स के स्तर 10 में 56100-177500 रुपये, सहायक निदेशक, समूह ‘क’ पद पर इस अधिसूचना के प्रकाशन की तारीख से एक वर्ष की अवधि के लिए प्रतिनियुक्ति के आधार पर भर्ती।”

New Delhi, the 13th February, 2023
G.S.R. 92(E).-In exercise of the powers conferred by the proviso to clause (3) of article 320 of the Constitution, the President hereby makes the following regulations further to amend the Union Public Service Commission(Exemption from Consultation) Regulations, 1958, namely:-
- Short title and commencement:- (1) These regulations may be called the Union Public Service Commission (Exemption from Consultation) Amendment Regulations, 2023
(2) They shall come into force on the date of their publication in the Official Gazette. - In the Union Public Service Commission (Exemption from Consultation) Regulations, 1958, in ScheduleII, after item 4B and the entries relating thereto, the following shall be inserted, namely:-
“4C. Recruitment on deputation basis for a period of one year from the date of publication of this notification for the posts of Deputy Director, Group ‘A’ in level 11 in the pay matrix Rs.67700-208700 and Assistant Director, Group ‘A’ in level 10 in the pay matrix Rs. 56100-177500 in the Enforcement Directorate under the Ministry of Finance, Department of Revenue”.
