This office memorandum addresses the delay in receiving Vigilance Clearance and Major/Minor Penalty Certificates, as well as ACR/APAR dossiers, for 65 and 176 officers respectively. The delay hinders the formation of a panel of Principal Private Secretaries (PPS) for the Selection Year (SLY) 2017. Concerned cadre units are urged to expedite the submission of the required information to enable the Department to finalize the proposal and submit it to the competent authority. Multiple annexures list the officers for whom this information is still pending, categorized by the type of missing documentation.

Subject: Status of Vigilance Clearance and Major/Minor Penalty Certificate for preparation of panel of Principal Private Secretaries (PPS) of CSSS for SLY 2017 – reg.

The undersigned is directed to refer to this Department’s OMs of even number dated 05.10.2018 and 02.11.2018 on the above mentioned subject and to say that Vigilance Clearance and Major/Minor Penalty Certificate in respect of 65 officers (as in Annexure-I) and ACR/APAR dossier/grading in respect of 176 officers (as in AnnexureII) have still not been received from some cadre units delaying the process inordinately.
2. The concerned cadre units are, therefore, once again requested to furnish the requisite information immediately without any further delay to enable this Department to send the complete proposal for drawing the panel of PPS for SLY 2017 to the competent authority at the earliest. The officers concerned are also requested to take necessary action, in their own interest, in expediting the requisite information urgently.
