In a significant administrative move, the Central Government has ordered the transfer of Shri Jyothilal K.R., an Indian Administrative Service officer from the 1993 batch, from the Orissa Cadre to the Kerala Cadre. This decision, made in accordance with the Indian Administrative Service (Cadre) Rules, 1954, follows orders from the Central Administrative Tribunal (CAT) in Ernakulum, the High Court of Kerala, and the Supreme Court of India. This transfer supersedes a previous notification from May 1996 regarding Shri Jyothilal’s cadre. The notification has been issued by the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel & Training.

NOTIFICATION
In pursuance of the order dated 5.11.2002 of the CAT, Ernakulum Bench in OA No.76/2001 read with the order dated 16.6.2003 of the High Court of Kerala in OP No.6541/2003 and the order dated 3.5.2006 of the Supreme Court of India in Civil Appeal (SLP) No.47/2004, the Central Government in exercise of the powers conferred by sub-rule 1 of Rule 5 of Indian Administrative Service (Cadre) Rules, 1954 allocates Shri Jyothilal K.R. IAS (RR: 93) from Orissa Cadre to Kerala Cadre. This is in supersession of this Ministry’s Notification No.13013/8/93-AIS-I dated 30.5.1996.
