The Government of Jharkhand vide their letter no. 1/c206/2015A/4775 dated 7.6.2016 have requested to fix seniority/year of allotment of Smt. Meena Thakur of Jharkhand cadre, who has been appointed to IAS by promotion from SCS on the basis of Select List of 2012 vide this Department’s Notification No. No. 14015/10/2015-AIS(I)-B(1) dated 12.4.2016. 2. In this connection, it is mentioned that seniority/year of allotment of IAS officers appointed on the basis of Select List of 2012 has already been fixed seniority vide notes and orders on pages 19-20/ante. Seniority of Smt. Meena Thakur could not be fixed alongwith other officers as she was provisionally included at SI. No. 4 in the select list of 2012 vide this Department’s Notification No.14015/10/2015-AIS(I)-A(1) dated 3.2.2016. 3. After recommending her “unconditional and final” by UPSC, this Department vide Notification No.14015/10/2015-AIS (I)-B (1) dated $12^{\text {th }}$ April, 2016 appointed her IAS for the Select List of 2012. 4. From the select list 2012, it has been observed that Smt. Meena Thakur at SI. No. 4 was included below Shri Jagjeet Singh, at SI. No. 3 and above Shri Dilip Kumar Jha at SI. No. 5 vide notification no14015/10/2015-AIS(I)-A(1) dated 3.2.2016. 5. In view of the above, the seniority/year of allotment of Smt. Meena Thakur has been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987, as amended from time to time. Weightage formula is as under:-

6.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, Smt. Meena Thakur mentioned at Sl. No. 1 in the select list of 2012 shall be placed below Shri Jagjeet Singh, a promotee IAS officer of 2004 batch (SL of 2012 SCS category) and above Shri Dilip Kumar Jha, junior most promotee IAS officer of 2004 batch (SL of 2012 SCS category) of Jharkhand cadre.
