A recent official communication outlines the crucial process for determining the seniority and year of allotment for officers transitioning from the State Civil Service (SCS) to the prestigious Indian Administrative Service (IAS) within the Joint Assam-Meghalaya Cadre. This determination is meticulously carried out in accordance with the established IAS (Regulation of Seniority) Rules, 1987, which includes a specific weightage formula applied to an officer’s completed years of qualifying service. For instance, an officer with 12 years of qualifying service receives a weightage of 3 years, while those with 27 years earn the maximum weightage of 9 years. A detailed list highlights nine officers from the 2022 Select List, specifying their service tenure, calculated weightage, and their assigned year of allotment. These newly integrated IAS officers will be strategically positioned within the cadre, taking their place below a 2013 batch officer and above a 2014 batch officer, ensuring a clear and structured hierarchy.

Consequent upon appointment from State Civil Service to IAS of Joint Assam-Meghalaya Cadre on the basis of inclusion of their names in the Select List of 2022 vide DoPT’s Notification No. 14015/03/2023-AIS(I)-B dated 12.02.2025 and on receipt of the proposal from the Government of Assam vide their letter No. AAI.01/2023/172 dated 19.02.2025, the seniority / year of allotment of these officers have been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 as amended vide Notification No. 14014/04/2011-AIS-I(A) dated 18.04.2012 and other relevant rules as amended from time to time as per following weightage formula:

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name have been mentioned in the above Select List of 2022 (SCS) shall be placed below Shri Pawar Narsing Sambhaji (RR:AM:2013), the junior most RR IAS officer of 2013 batch and above Ms. Lakshmi Priya M S (RR:AM:2014), the senior most RR IAS officer of 2014 batch of Joint Assam-Meghalaya Cadre. 3.
