Recent directives from the Ministry of Personnel, Public Grievances & Pensions shed light on the seniority and year of allotment for officers elevated from State Civil Service to the prestigious Indian Administrative Service, specifically for the Goa Segment of the Joint AGMUT Cadre. These appointments are a result of the 2022 and 2023 Select Lists. The calculation of seniority and the assigned year of allotment are meticulously governed by Rule 3(3)(ii) of the amended IAS (Regulation of Seniority) Rules, 1987, which incorporates a weightage formula based on an officer’s completed years of qualifying service. For instance, an officer with 12 years of service receives a 3-year weightage, extending up to a maximum of 9 years for 27 years of service. Notable officers such as Amarsen W. Rane and Levinson J. Martins from the 2022 list, and Sunil P. Masurkar from the 2023 list, have had their allotment year determined. Consequent upon appointment from State Civil Service to IAS of Goa Segment of Joint AGMUT Cadre on the basis of inclusion of their names in the Select Lists of 2022 and 2023 vide DoPT Notification No. 14015/25/2024-AIS-I(S.II&III)-B dated 17.01.2025 and on receipt of the proposal from the M/o Home Affairs vide their OM No.14016/03/2024.UTS-I dated 30.05.2025, the seniority / year of allotment of these officers have been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 as amended vide Notification No. 14014/04/2011-AIS-I(A) dated 18.04.2012 and other relevant rules as amended from time to time as per following weightage formula:

Could.22.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned above in the Select List of 2022 (SCS) shall be placed below Ms. Mamu Hage (RR:2017), junior most RR IAS of 2017 batch and above Ms. Jyoti Kumari (RR:2018), senior most RR IAS of 2018 batch of AGMUT Cadre.

3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned above in the Select List of 2023 (SCS) shall be placed below Dr. Levinson J. Martins (SL 2022, YOA 2017), the promotee IAS of 2017 batch and above Ms. Jyoti Kumari (RR:2018), senior most RR IAS of 2018 batch of AGMUT Cadre.

Inter-se-seniority of the above officers with respect to officers of other segments of joint AGMUT Cadre will be decided by the Cadre Controlling Authority.
