ORDER
Consequent upon appointment of officers of West Bengal Cadre from State Civil Services to IAS on the basis of inclusion of their names in the Select List – 2018 vide this Department’s Notification No 14015/24/2019-AIS(I)-B dated 30.09.2019 and on receipt of the proposal from the Government of West Bengal vide their letter no. 3227-PAR (IAS)/AS-10/2019 dated 07th November, 2019, the seniority/year of allotment of the officers has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, as amended from time to time. The weightage formula is as under:-:-

- The seniority/year of allotment officer at SI. No. 6 is restricted as per proviso to Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules. 1987 which provides that the officer shall not be assigned a year of allotment earlier than the year of allotment assigned to an officer senior to him in that select list or appointed to the service on the basis of an earlier select list. 2. 1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name has been mentioned at SI. No. 1 to 4 in the Select List 2018(SCS Category) shall be placed below Shri Utpal Biswas-II, Junior most promotee IAS officer of 2009 batch (SL-2017 SCS category) and above Shri Khalid Aizaz Anwar, promotee IAS officer of 2009 batch (SL-2017 Non-SCS category) of West Bengal cadre.2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name has been mentioned at SI. No. 5 to 13 in the Select List 2018(SCS Category) shall be placed below Shri Arvind Kumar Mina, junior most RR IAS officer of 2010 batch and above Shri Nikhil Nirmal, senior most RR IAS officer of 2011 batch of West Bengal cadre.
