ORDER
Consequent upon appointed from State Civil Service to IAS of Uttar Pradesh cadre on the basis of inclusion of their names in Select List 2022 (prepared against vacancies arisen between 01.01.2022 to 31.12.2022) vide Notification No.14015/22/2023-AIS (I)-B dated 26.09.2023 and on receipt of the proposal from the State Government of Uttar Pradesh vide their letter No.787/2-1-2023-29/1(1)/2023 dated 09.10.2023, the seniority/year of allotment of these officers has been computed under rule 3(3) (ii) of IAS (Regulation of Seniority) Rules, 1987 and other relevant Rules as amended from time to time. Weightage formula is as under:-

- Seniority/year of allotment of officer mentioned at SI. No. 1 in the Select List of 2022(SCS Category) has been restricted under proviso to the rule 3(3)(ii) of IAS(Regulation of Seniority ) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 2.1. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 to 4 in the Select List 2022 shall be placed below, Shri Ratnesh Singh, junior most promotee IAS officer of 2017 batch (Select List 2021) and above Ms. Soumya Pandey, senior most RR IAS officer of 2017 batch of UP cadre. 2.2. As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 5 to 17 in the Select List 2022 shall be placed below Shri Purna Borah, junior most RR IAS officer of 2018 batch and above Ms. Saumya Gururani, senior most RR IAS officer of 2019 batch of UP cadre.
