ORDER

Consequent upon appointment of officers of Bihar Cadre from State Civil Services to IAS (against SCS quota) on the basis of inclusion of their names in the Select Lists of 2018 and 2019 vide this Department’s Notification No.14015/04/2020-AIS-(I)-B dated 24.08.2022 and on receipt of the proposal from the Government of Bihar vide their letter No. 1/C-1014/2021-GAD-15432 dated 31.08.2022, the seniority/year of allotment of the officers has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, and other relevant rules as amended from time to time. The weightage formula is as under:-

1. Seniority/year of allotment have been computed as under:

2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 1 to 13 in the Select List of 2018 shall be placed below Shri Raj Kumar, junior most RR IAS officer of 2010 batch and above Shri Alok Ranjan Ghosh, senior most RR IAS officer of 2011 batch of Bihar Cadre. 3.

*Seniority/year of allotment of officers mentioned at SI. No. 7 to 13 in the Select List of 2019 (SCS Category) has been restricted under provisions of the rule 3(3)(ii) of IAS(Regulation of Seniority) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 1 to 5 in the Select List of 2019 shall be placed below Shri Gajendra Kumar Mishra, junior most promotee IAS officer of 2010 batch (SL-2018) and above Shri Alok Ranjan Ghosh, senior most RR IAS officer of 2011 batch of Bihar Cadre. 3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 6 to 13 in the Select List of 2019 shall be placed below Dr. Deore Nilesh Ramchandra, junior most RR IAS officer of 2011 batch and above Shri Sanjay Kumar Pansari, promotee IAS officer (Non-SCS category) of 2011 batch of Bihar Cadre. 4.
