ORDER
Consequent upon appointment from State Civil Service to IAS of Bihar Cadre on the basis of inclusion of their names in the Select Lists of 2020, 2021 and 2022 vide DoPT’s Notification No. 14015/04/2023-AIS(I)-B dated 12.12.2023 and on receipt of the proposal from the Government of Bihar vide their letter No. 1/C-1006/2023(part)-GA-471/ dated 08.01.2024, the seniority / year of allotment of these Officers has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 as amended vide Notification No. 14014/4/2011-AIS-I(A) dated 18.04.2012 and other relevant rules as amended from time to time as per following weightage formula:

- Seniority/year of allotment of officers mentioned at SI. No. 21 to 25 in the Select List of 2020(SCS Category) has been restricted under proviso to the rule 3(3)(ii) of IAS(Regulation of Seniority ) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 to 17 of the Select List of 2020 (SCS) shall be placed below Dr. Deore Nilesh Ramchandra (RR:BH:2011), the junior most RR IAS officer of 2011 batch of Bihar Cadre and above Shri Navin Kumar (SL 2016 YoA 2011), senior most NSCS officer of 2011 batch of Bihar Cadre. 2.2 The officers whose names have been mentioned at SI. No. 18 and SI. No. 19 of the Select List of 2020 (SCS) shall be placed below Shri Arvind Kumar Verma (RR:BH:2012), the junior most IAS officer of 2012 batch of Bihar Cadre and above Shri Shrikant Shastree (SL 2017 YoA 2012), senior most NSCS officer of 2012 batch of Bihar Cadre. 2.3 The officers whose names have been mentioned at SI. No. 20 to 25 of the Select List of 2020 (SCS) shall be placed below Shri Anand Sharma (RR:BH:2013), the junior most IAS officer of 2013 batch of Bihar Cadre and above Smt. Udita Singh (RR:BH:2014), senior most RR IAS officer of 2014 batch of Bihar Cadre.
