ORDER
Consequent upon appointment of officers of Bihar Cadre from State Civil Services to IAS on the on the basis of inclusion of their names in the Select Lists of 2013, 2014 and 2015 vide this Department’s Notification No. 14015/4/2017-AIS-(I) B dated 14.03.2018 and on receipt of the proposal from the Government of Bihar vide their letter No.1/C-1007/2017-GAD-4051 dated 26.3.2018, the seniority/year of allotment of the officers has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, and other relevant rules as amended from time to time. The weightage formula is as under:-

- The seniority /year of allotment officer at SI. No. 2 in the Select List 2013 is restricted as per proviso to Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules. 1987 which provides that the officer shall not be assigned a year of allotment earlier than the year of allotment assigned to an officer senior to him in that select list or appointed to the service on the basis of an earlier select list. 2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 1 to 11 in the Select List of 2013 shall be placed below Shri Ajay Kumar Shrivastava, a junior most promotee IAS officer of 2005 batch (SL-2012) and above Shri Adesh Titarmare, senior most RR IAS officer of 2006 batch of Bihar Cadre.# Select List – 2014

3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 1 to 15 in the Select List of 2014 shall be placed below Dr. S. K. R. Pudakalkatti, a junior most RR IAS officer of 2006 batch and above Shri Gopal Meena, senior most RR IAS officer of 2007 batch of Bihar Cadre. 4.

4.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers mentioned at SI. No. 2 to 6 in the Select List of 2015 shall be placed below Shri Dinesh Kumar, a junior most RR IAS officer of 2007 batch and above Shri Arun Kumar Mishra, senior most promotee IAS officer of 2007 batch (Non-SCS category) of Bihar Cadre.
