This Office Memorandum details the inclusion of Shri Deepak Sajwan in the Under Secretary Select List (USSL) for 2010. Initially recommended by the UPSC, his inclusion was pending due to the non-completion of mandatory Level ‘D’ training. Having successfully completed this training at ISTM from September 1st to October 24th, 2014, he is now included in the USSL 2010 with appropriate seniority. The memorandum also clarifies that approved service in the Under Secretary grade will count from July 1st, 2010, and promotions are effective prospectively, without any notional fixation of pay. Subject: Select Lists for the years 2009 \& 2010 of the Officers of the Central Secretariat Service (CSS) for appointment to Grade-I (Under Secretary) of the Service.
The undersigned is directed to refer to this Department’s O.M. of even number dated 26.11.2012, 18.07.2013 and 13.05.2014 on the subject noted above and to say that in terms of CSS (Promotion to Sr. Selection Grade, Selection Grade and Grade-I), Regulations, 2010, an eligible officer for consideration for inclusion in Select List means any officer who has undergone and successfully completed such mandatory training programme as may be prescribed under Cadre Training Plan (CTP) of DoPT. Successful completion of Level ‘D’ Training under the Cadre Training Plan is necessary for consideration for promotion to the grade of Under Secretary. 2. Shri Deepak Sajwan (CSL No.6693) was recommended by the UPSC for inclusion in the USSL 2010. However, he could not be included in the said USSL for want of successful completion of the mandatory level ‘D’ training. He has since qualified the mandatory level D training conducted by ISTM from 01.09.2014 to 24.10.2014. Therefore, with the approval of MOS (PP), Shri Deepak Sajwan is now included in USSL 2010 at appropriate place in terms of recommendations of DPC as under:

- In terms of Rule 2 (c) (iii) of CSS Rules, approved service of the officer in the grade of US will count from $1^{\text {st }}$ July 2010. His posting order to the grade of Under Secretary will be issued separately and his promotion will be effective from the date of assumption of charge of the promotional post. In terms of DPC guidelines, promotions are effective from a prospective date and no notional fixation of pay from a date prior to the date of actual promotion will be allowed.4. Other terms and conditions of promotion to the Grade I (Under Secretary) on regular basis will remain the same as contained in this Department’s O.M. dated 26.11.2012.
