OFFICE MEMORANDUM

Subject: Select List of Senior Selection Grade (Director) of Central Secretariat Service (CSS) for the year 2016

The undersigned is directed to refer to this Department’s OM of even no. dated 30.06.2016 and to say that in terms of CSS (Promotion to Senior Selection Grade, Selection Grade and Grade-I) Regulations, 2010 an eligible officer for consideration for inclusion in Select List means an officer who has undergone and successfully completed such mandatory training programme as may be prescribed under Cadre Training Plan (CTP) of DoP\&T. Successful completion of Level ‘ $F$ ‘ Training under the Cadre Training Plan of CSS is necessary for consideration for promotion to the grade of Director.
2. Following 2 officers recommended by the DPC for inclusion in Senior Selection Grade (Director) Select List 2016 could not be included earlier in SSGSL 2016 as they had not cleared the mandatory level ‘ $F$ ‘ training. They have since qualified the mandatory level ‘ $F$ ‘ training and accordingly they are included in SSGSL 2016 at appropriate place in terms of recommendations of DPC as under:

  1. Both the officers were declared qualified in the level ‘ $F$ ‘ training by the ISTM vide their letter dated 11.10.2017. Their actual promotion to the grade of Director will be effective from the date they report for the post after they have been declared as successfully completed the level ‘ $F$ ‘ training by the ISTM.4. Notifications for regular promotion should be issued only subject to the condition that the officer concerned is clear from vigilance angle in terms of this Department’s OM no. 22034/4/2012-Estt.(D) dated 02.11.2012 and other relevant instructions on the subject. Copy of all such notifications should be invariable be endorsed to this Department at the earliest for record.
  2. Other terms and conditions of promotion to the Senior Selection Grade (Director), 2016 on regular basis are same as contained in this Department’s OM of even no. dated 30.06 .2016 .
