This memorandum addresses the non-compliance of transfer orders for two Section Officers, B.L. Meena and P.R. Subramaniam, who were directed to report to their new Ministries (DOPT and MHA respectively) by August 1st, 2017, but have not yet done so. The officers are requested to explain their failure to report and are warned of potential further action if no response is received by August 22nd, 2017. The document also includes instructions regarding salary disbursement and clarifies the relief of one officer from their previous posting.

Sub: Rotational transfers in the grade of Section Officer of CSS for the year 2016 – non-compliance of orders – regarding
Attention of the following Section Officers is invited to this Department’s order of even number dated 31.07.2017, vide which they were deemed relieved from their present Ministry/Department w.e.f. 01.08.2017 (FN) and were directed to report to the Ministry/Department to which they were transferred under RTP orders dated 09.06.2017:

- However, it is observed that the above officers have not yet reported to the Ministries/Departments to which they have been transferred.
- The officers concerned are hereby directed to explain in writing individually by 22.08.2017, as to why they have failed to join the allocated Ministry/Department so far and why further action, as deemed appropriate under rules, should not be taken against them. If no reply is received by the stipulated date, it will be presumed that the officer concerned has nothing to represent and further action will be taken accordingly.

iv) Ministry of Information & Broadcasting (Under Secretary(Admn.II)), Shastri Bhawan, New Delhi. It may be ensured that salary in respect of Shri P.R. Subramaniam, Section Officer is not drawn by M/o I&B/DG:AIR beyond 01.08.2017(FN).
v) Directorate General: All India Radio (Shri Sanjeev Kumar Dy.Director of Admn. (Hq.)), Akashvani Bhawan, Sansad Marg, New Delhi w.r.t. their OM No.A-20011/9/2014-SV/1105 dated 08.08.2017. The officer stands relieved from DG:AIR w.e.f. 01.08.2017, therefore, the request dated 08.08.2017 has no locus standi.
