Rotational Transfers in the Grade of Section Officer of CSS – Non-compliance of Orders

This memorandum addresses the non-compliance of transfer orders issued on January 20, 2016, for Section Officers under the Rotational Transfer Policy (RTP). Several officers have not reported to their new Ministries/Departments as directed, despite the deadline of January 25, 2016. The Cadre Controlling Authority has taken serious note of this non-compliance, and the concerned officers are being directed to provide written explanations by March 15, 2016, regarding their failure to join and potential further action. Sub: Rotational transfers in the grade of Section Officer of CSS – non-compliance of orders – regarding

Attention of the following Section Officers is invited to this Department’s order of even number dated 20.01.2016, vide which they were transferred from their present Ministry/Department under RTP:

  1. As per para 2 of the said order, the transferred officers were to report to the allocated Ministry/Department by 25.01.2016, whether formally relieved or not. However, no information about relieving/joining of the above mentioned officers has been received in this Department yet. Non-compliance of the orders by these officers has been viewed seriously by the Cadre Controlling Authority.
  2. The officers concerned are hereby directed to explain in writing by 15.03.2016 individually, as to why they have failed to join the allocated Ministry/Department so far and why further action, as deemed appropriated under rules, should not be taken against them.
