Officers within two years of superannuation are exempt. The memorandum outlines procedures for option exercises, placement considerations (vacancies, experience, seniority), and verification of officer lists by respective Ministries. It also specifies exemptions for officers serving in PMO, Cabinet Secretariat, and offices of Attorney/Solicitor Generals.
