Subject: Rotational Transfer of Under Secretaries of CSS – Revision in the list of eligible officers – regarding
The undersigned is directed to refer to this Departments’ O.M. of even number dated 16.05.2016 circulating the tentative list of Under Secretaries due for rotational transfer. Ministries/Departments were requested to intimate the additions/deletions, if any, in the list issued. Based on the inputs received, a list was issued on 12.08.2016 consisting of 186 officers, 93 officers each in Group A and Group B, calling for options from them. After issue of the list on 12.08.2016, a few more discrepancies have been brought to the notice of this Department. Accordingly, it has been decided to withdraw the O.M. of even number dated 12.08.2016.
2. In terms of RTP, equal number of officers will be transferred and posted to ensure relievers are available for the officers transferred out. This is possible only if the number of officers covered under rotational transfer in both the groups is equal to ensure provision of relievers in place of transferred officers. If there is a mismatch between the number of officers covered under rotational transfer between the Groups, only equal number of officers will be transferred on the basis of higher length of service and the remaining left out officers will be covered in the next round of rotational transfer in the subsequent year. As a result, a number of Under Secretaries in Group A, whose names were included in the tentative list of RTP issued on 16.05.2016, were left out in the list issued on 12.08.2016.

- Due to above modifications, a revised list of Under Secretaries thus prepared for rotational transfer is as indicated in Annexure-I and Annexure-II to this O.M. The list consists of 91 officers each in Group A and Group B. The revised list of vacancies in both the Groups is at Annexure-III. The officers whose names are now indicated in the list are requested to indicate their preferences for posting in the enclosed format at Annexure-IV which should reach CS.I Division by 2.00 PM on 19.08.2016. The options may be submitted only through e-mail at uscs1-dopt@nic.in.
- The posting will be decided in terms of the revised rotational transfer policy as under: (i) Ministries/Departments have been categorized into Group A and Group B for posting/transfer. (ii) RTP provides tenure of six years for Under Secretary in a Ministry/Department, including tenure rendered in any other designation in the same Ministry/Department. In Group A, certain Ministries qualify for a reduced tenure by one year. However, no officers with reduced tenure of five years is included in the list as officers with normal tenure of six years are to be transferred first. (iii) An officer shall be transferred from Group A to Group B and Group B to Group A as the case may be. (iv) An officer who is to be transferred out from the current Ministry/Department on completion of prescribed tenure or for want of vacancy of the transferring post as the case may be may also opt for posting in a Ministry/Department in the other Group where he/she had earlier served subject to the condition that there is a gap of period which is equal to tenure prescribed for the grade of Under Secretary in that Ministry. (v) Option for posting : The officers may furnish three choices in the appropriate Group. (vi) The Placement Committee will recommend posting of officers on the basis of seniority, preference and past posting etc.
