This office memorandum addresses the rotational transfer guidelines for Principal Private Secretaries (PPS), Private Secretaries (PS), and Personal Assistants (PA) within the Central Secretariat Service (CSSS). It clarifies that extensions beyond the initial retention period, which is capped at three months post-Secretary’s superannuation, require formal approval. The Department of Personnel & Training has observed instances of officials exceeding this retention period without proper authorization. Cadre units are now requested to submit details of officials who have been granted retention but remain in the same unit beyond the stipulated timeframe, with a deadline of December 19, 2014. This directive aims to ensure adherence to established transfer policies and maintain proper cadre management within the CSSS.

OFFICE MEMORANDUM

Subject: – Rotational transfer of Principal Private Secretary (PPS), Private Secretary (PS) and Personal Assistant (PA) of CSSS – reg.

The undersigned is directed to say that on the basis of the request of Secretary concerned, officials of CSSS were allowed to continue in the same cadre unit in accordance with the provision of RTP for CSSS. As per para 3(C) of the RTP dated 15.07.2011, such extended stay is allowed only until 3 months after the date of superannuation of the Secretary concerned. After the completion of this period, the concerned official is required to join the nominated cadre unit. The concerned cadre unit is also required to relieve the official to enable him/her to join the earlier nominated cadre unit under intimation of this Department. However, it has come to the notice of this Department that some officials have been continuing in the same cadre unit even after the expiry of the retention period.

  1. Cadre units are requested to furnish the details of the officials who have been allowed retention by this Department but are still continuing in the same cadre unit.

  2. The requisite information may be furnished to this Department by 19.12.2014.
