This Office Memorandum clarifies the treatment of Risk Allowance for Central Government employees during leave. OFFICE MEMORANDUM
Subject: Risk Allowance to Central Government Employees
The undersigned is directed to refer to this Department’s Office Memorandum No.21012/4/89-Estt.(All.) dated the 19th/20th August, 1988 on the subject mentioned and to say that the question whether the Risk Allowance allowed to the various categories of employees should form part of the Lease Salary or not has been under consideration. It has now been decided in consultation with the Ministry of Finance (Department of Expenditure) that the Risk Allowance granted to the employees whose duty involves risk shall be treated as an allowance during leave in the same manner as Compensatory Allowance is allowed in addition to leave salary during the period of leave. However, the ‘Risk Allowance’ so allowed will not be admissible for calculating benefit of encashment of leave like House Rent Allowance/City Compensatory Allowance.
- In their application to the officers of the I.A.&A.D., these orders are issued in consultation with Comptroller & Auditor General of India.
