ORDER
Subject: Revision of seniority/year of allotment of promotee IAS officers of Rajasthan Cadre from the Review Select Lists of 2013-2018 – regarding.
Whereas, the Government of Rajasthan vide letter No. F.6 (2)/Pers/A-I/2019 dated 02.11.2020 has sent a proposal for fixation of seniority/year of allotment of promotee IAS officers (SCS Category) who were re-appointed to IAS of Rajasthan Cadre from the Review Select Lists 2013 to 2018 vide DoPT’s Notifications No.14015/19/2020-AIS-(I)-B(1) dated 22nd October, 2020 in compliance with the order dated 23.09.2016 passed by Hon’ble High Court of Rajasthan, Jaipur Bench in DB CMA No.104/2016, filed by Shri Ramesh Chandra Jain and others in DBCWP No.7472/2013 (Chhaya Bhatnagar Vs Uol and others)
- And therefore, the above seniority/year of allotment of officers included in Review Select Lists from 2013 up-to 2018 and Select List 2019 have been considered and computed under Rule 3(3) (ii) of IAS (Regulation of Seniority), Rules 1987 and other relevant Rules as amended from time to time. As per relevant rules weightage formula is given below:-

No. 10 in the Review Select List of 2018 has been restricted under provisions of the rule 3(3) (ii) of IAS (Regulation of Seniority) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 8.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers of Review Select List 2018 mentioned at SI. No. 1 to 8 shall be placed below Shri Kumar Pal Gautam, only RR IAS officer of 2009 batch and above Shri Prakash Rajpurohit, senior most RR IAS officer of 2010 batch of Rajasthan Cadre. 8.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, officers of Review Select List 2018 mentioned at SI. No. 9 and 10 shall be placed below Shri Vishwa Mohan Sharma, junior most RR IAS officer of 2010 batch and above Shri Mahaveer Prasad, junior most promotee IAS officer of 2010 batch (SL-2016 -Non-SCS Category ) of Rajasthan Cadre.
