This communication details the decision to revise the allocation of Shri Gangadhar Pant, Head Operator in the Police Radio, Home Department, to Uttar Pradesh. This revision is in compliance with the directions issued by the High Court of Allahabad, Lucknow Bench, on December 12, 2007. The court had ordered that representations from petitioners and other employees be considered expeditiously. Shri Pant’s representation, citing his permanent residency in U.P., land ownership in U.P., and a psychiatric health problem, was reviewed by a committee. The committee, with the assistance of a medical expert, recommended accepting his representation for revision of allocation on medical grounds. The Government of India has considered these recommendations and approved the revision. Copies of this decision have been sent to various principal secretaries in Uttar Pradesh and Uttarakhand.

Subject: Compliance of directions of the High Court of Allahabad, Lucknow Bench dated 12.12.2007 in W.P. No.1795/2006 linked with W.P. No. 58 of 2006- Shri Sher Singh vs Union of India \& Ors and linked cases/cases eligible for same treatment -Decision on the representation of Gangadhar Pant, Head Operator, Police Radio, Home Department regarding –
Sir,
I am directed to refer to the subject noted above and to say that Hon’ble High Court of Allahabad, Lucknow Bench vide judgement dated 12.12.2007 in Writ Petition No. 4166/2005 linked with writ petition No.58/2006 directed that “The petitioners to make representations expeditiously within a period of fifteen days from today through proper channel. In case the department concerned forwards the representations of petitioners and all those employees who submit their representations keeping in view the order dated 12.12.2007 the respective committee may adjudicate the controversy expeditiously and preferably within a period of one month. Subject to the aforesaid directions the writ petitions are disposed off with no order as to costs.”
2. Shri Gangadhar Pant in his representation dated nil raised the following grounds:
(i) Permanent resident of U.P.,
(ii) Possess his landed property in U.P.
(iii) Psychiatric health problem
3. The representation of Shri Gangadhar Pant was received in compliance of the directions dated 12.12.2007 of Hon’ble High Court of Allahabad, Lucknow Bench in Writ Petition No. 1795/2006 linked with W.P. No.58/2006. In his representation He had requested for revision of his allocation on the medical grounds of mental disease. The Committee considered the medical ground mentioned in his representation with the help of medical expert during the meeting held on 14.02 .2011 and recommended for acceptance of his representation for revision of allocation to Uttar Pradesh.5. The Government of India has considered the representation as well as the recommendations of the Committee and decided to accept the recommendations of the Committee. Accordingly, allocation of Shri Gangadhar Pant, Head Operator, Police Radio, Home Department is revised to Uttar Pradesh. The official concerned may kindly be apprised of the revision of his allocation.
