Sir,
I am directed to say that representations of Shri Naveen Chandra Kandpal and Shri Chandan Singh Mehra, Peon/Ardali of Evaluation Department of State Planning Institute for revision of allocation to the successor State of Uttar Pradesh in terms of letter No.14(C)/03/2006-SRS dated 02-11-2007, were considered by the Advisory Committee in its meeting held on 15-06-2011.
2. The Committee was informed that these two Class IV employees were allocated to Uttarakhand on the basis of their domicile. However, since Class IV employees are to be allocated as per their option in terms of letter dt. 02-11-2007 cited above the Committee recommended for revision of their allocation to Uttar Pradesh.
3. The Government of India has accepted the recommendation of the Committee and accordingly, the allocation of Shri Naveen Chandra Kandpal and Shri Chandan Singh Mehra, both Class IV employees, are hereby revised to Uttar Pradesh. The officials may be informed of the allocation

विषय : श्रीमती आशा देवी दिनकर, प्रवक्ता, जिला शिक्षा प्रशिक्षण संस्थान, भीमताल, नैनीताल, उत्तराखण्ड को दाम्पत्य नीति के अन्तर्गत उत्तर प्रदेश राज्य आवंटन किये जाने के सम्बन्ध में विचार।
महोदय,
उपर्युक्त विषय में मुझे यह कहने का निदेश हुआ है कि राज्य परामर्शी समिति की दिनांक 15.06.2011 को आयोजित बैठक में श्रीमती आशा देवी दिनकर, प्रवक्ता, जिला शिक्षा प्रशिक्षण संस्थान, भीमताल, नैनीताल, उत्तराखण्ड को दाम्पत्य नीति के अन्तर्गत उत्तर प्रदेश राज्य आवंटन किये जाने के सम्बन्ध में पुनर्विचार किया गया ।
2. समिति को अवगत कराया गया कि उ.प्र. पुनर्गठन समन्वय विभाग द्वारा जारी अधिसूचना दिनांक 04 फरवरी, 2010 में यह व्यवस्था है कि किसी एक दम्पति की अधिवर्षता आयु एक वर्ष रह जाती है तो वह दाम्पत्य नीति का लाभ नही प्राप्त कर सकेगा, श्रीमती आशा देवी दिनकर के पति पूर्व में ही सेवानिवृत्त हो चुके हैं, अतः इन्हें दाम्पत्य नीति का लाभ दिये जाने का कोई औचित्य नही है। दाम्पत्य नीति के अन्तर्गत राज्य परिवर्तन की सुविधा दिये जाने का उद्देश्य यह है कि दम्पत्ति के पृथक-पृथक राज्यों में कार्यरत् होने के कारण पारिवारिक दायित्वों के निर्वहन में कोई अड़चन न हो, जबकि श्रीमती आशा देवी दिनकर के पति सम्पति सेवानिवृत्त हो चुके हैं, जिस कारण अब वे अपने राजकीय दायित्वों से मुक्त है।
3- अतः समिति द्वारा श्रीमती दिनकर के प्रत्यावेदन को निरस्त किये जाने की संस्तुति की गई। । समिति द्वारा इस मामले में जो संस्तुति की गई उसे भारत सरकार द्वारा मान लिया गया है तथा श्री हरिद्व सिंह विष्ट, स्नेमी का अंतिम आवंटन यथावत् बना रहे… !
कृपया संबंधित अधिकारी को इस निर्णय से अवगत करवा दिया जाए ।
