Restrictions on Granting Long Term Study Leave to Officers on Deputation

The Appointments Committee of the Cabinet has approved that long-term study leave should not be granted to officers on deputation under the Central Staffing Scheme or as Chief Vigilance Officers in Central PSUs without the prior concurrence of the DOP&T. Furthermore, an officer is not allowed long-term study leave before completing two years in the Centre, and upon completion of the study leave, the officer must revert back to their cadre.

OFFICE MEMORANDUM

The Appointments Committee of the Cabinet has approved as follows:
a) No long term study leave be granted by any Ministry/Department to officers on deputation under the Central Staffing Scheme, or as Chief Vigilance Officers in Central PSUs without obtaining prior concurrence of the DOP\&T;
b) An officer may not be allowed long term study leave before completing 2 years in the Centre; and
c) On co. npletion of study leave the officer shall automatically revert back to his cadre.

Copy forwarded, for information and necessary action to:

  1. Prime Minister’s Office (Ms.V. Vidyavathi, Director), New Delhi.
  2. Cabinet Secretariat (Shri K.S. Achar, Director), New Delhi.
  3. JS(E)/Director (Services), DOP\&T for information and necessary action regarding modifications of provisions on the subject.
  4. Director (SM), DOP\&T with a request to include the above directions in the Central Staffing Scheme.
  5. PS to MOS(PP)/PS to Secretary (P)/PS to EO/RO(CM)/EO(MM-I)/PS to Director (MM)/Guard file.
