The undersigned is directed to refer to Ministry of Parliamentary Affairs’ communication No. 25(12)/2008-Admn dated 23.02.09 (copy enclosed) on the above subject and to request that all concerned Ministries/Departments may give wide publicity about the requirement of Ministry of Parliamentary Affairs among CSS Directors presently working under their control, and applications, along with bio-data/vigilance clearance etc of willing officers, if any, forwarded to this Division within ten days from the date of issue of this OM for necessary action.

Dear Rahul,

The Ministry of Parliamentary Affairs has not been participating in the Central Secretariat Service and has its own cadre of officers. This Ministry was having three posts at the level of Deputy Secretary which is filled up by promotion from the Under Secretary grade as per the Recruitment Rules (RR). Last year, one post of Deputy Secretary has been upgraded to that of Director and the Ministry is in the process of finalizing the Recruitment Rules for this post in consultation with UPSC. As per the draft RR which has already been cleared by DOP&T, the post is to be filled up by promotion from the eligible Deputy Secretaries of the Ministry who have put in a minimum of five years service in that grade or a combined service of 8 years at the level of Under Secretary and the Deputy Secretary out of which three years should be in the grade of Deputy Secretary.

None of the Deputy Secretaries of the Ministry has completed the minimum period of service. However, one Deputy Secretary will be eligible for promotion to the grade of Director next year. In the circumstances, the post of Director has to be filled up taking an officer from outside the cadre. Also, the finalization of the RRs in consultation with the UPSC and taking the officer on deputation are likely to take time.

Since the 15th Lok Sabha is likely to be constituted in May, 2009 and this Ministry has only three officers at the level of Deputy Secretary/Director, there is an urgent need to fill up the post of Director, so that the officer becomes familiar with the work before the new Lok Sabha is constituted.

It is, therefore, proposed to take an officer from the Central Secretariat Service (CSS), who is already included in the select list in the grade of Director, on loan basis for a period of one year. I shall be grateful if you could kindly consider this proposal and nominate a suitable officer, preferably one having a background of Parliament work, for being posted in this Ministry on loan basis for a period of one year.
