Request for Missing Annual Confidential Reports of Grade-I CSS Officers from the 1999 Select List

Attention government departments! There’s an urgent call to action regarding crucial career documents for a specific group of civil servants. Many Annual Confidential Reports (ACRs) for Grade-I Officers from the 1999 Civil Services Select List are currently unaccounted for within the Department of Personnel & Training. These reports are vital for the officers’ career progression, particularly for consideration for promotion to Deputy Secretary positions. Departments are being asked to locate and submit these missing ACR dossiers immediately via special messenger. If the reports cannot be found, a formal certificate explaining their unavailability and the reasons why must be provided. It’s also critical that any past correspondence regarding these reports, especially if they were previously sent to the EO Division, is furnished. Failure to provide these indispensable documents will directly impact an officer’s eligibility for promotion. Individual officers should also be made aware if their ACRs are missing so they can proactively work with their reporting and reviewing officers to complete them. This matter is being treated with the highest urgency to ensure fair and timely career advancement for these public servants.

Sub: ACR dossiers of Grade – I Officers of CSS (Under Secretaries Select List Year 1999) – Missing ACRs


The undersigned is directed to say that on scrutiny of ACRs of Grade-I Officers (Under Secretaries) Select List year 1999, it has come to notice that ACRs of the officers whose names appear at Annexure are not available in this Department.

  1. The concerned Ministry/Department is, therefore, requested to make available ACR Dossier/ACRs of the officers indicated in the list through special messenger to the undersigned latest by 15th February 2007 positively. In case, if these ACR(s) are not available in the Ministry/Department then a certificate may be furnished to the effect that these ACRs are not available in the Ministry/Department along with the reasons for the same.

  2. The ACR dossiers of the officers were maintained by EO (PR) Section prior to transfer of work to this Division. In case, the ACRs of the officers mentioned in the list annexed were sent in the past to EO Division of this Department, a copy of the reference under which the same were sent may be furnished.

  3. In case the Ministry/Department fails to furnish the required ACRs of the Officers, it would not be possible for this Department to consider them for promotion as Deputy Secretary on (adhoc basis). Ministry/Department concerned may kindly get the ACR(s) completed of the respective officers as per the instructions of the Establishment Division of Department of Personnel & Training. The individual officers may also be informed about their missing ACR(s) so that they may take efforts to get their ACR(s) completed by reporting and reviewing officers.

  4. This may please be treated as MOST IMMEDIATE
