OFFICE MEMORANDUM
Subject:- Removal of disparity in respect of half pay leave between industrial and non-industrial employees of the Departments other than Railways –
The undersigned is directed to refer to this Deptt.’s OM No. 12012/1/82-Estt(L), dated 8.1.1986 on the above subject and to say that in partial modification of the orders contained in para 4 thereof, the President is pleased to decide that the industrial employees, other than Railways, who are governed by the Factories Act, 1948, and who have completed a year’s service during the calendar year beginning from 1.1.1984, shall be entitled to half pay leave with effect from 1.1.1985 in accordance with the entitlements referred to in the aforesaid OM.
- They will also be entitled to advance credit of half pay leave in two instalments of 10 days each on the first day of January and July of every calendar year as per procedure laid down in Rule 29 of the Central Civil Service (Leave) Rules, 1978, as amended from time to time. The advance credit will be admissible with effect from 1st January, 1986.
- These orders shall also apply in the case of employees working in the Ministry of Defence (Industrial workers).
