Ensuring transparency and accountability in public service is paramount. Recently, a critical reminder was issued regarding the timely submission of Immovable Property Returns (IPRs) for the year 2012, specifically for officers in the Central Secretariat Stenographers Service, including PSOs, Sr. PPSs, and PPSs. Many officials have yet to submit these crucial financial declarations, despite previous directives. It’s vital for all concerned Ministries and Departments to promptly collect and forward these IPRs. Failure to comply has significant repercussions for Group ‘A’ officers, as non-submission will result in the denial of vigilance clearance. This clearance is essential for career progression opportunities such as empanelment, deputation, and participation in various training programs (excluding mandatory ones). The message is clear: expedite these submissions to uphold integrity and ensure seamless career advancement.

Subject: Submission of Immovable Property Return for the year 2012 (as on 31.12.2012) by PPS/Sr.PPS/PSO of Central Secretariat Stenographers Service-reg.
The undersigned is directed to refer to this Department’s O.M. of even number dated 10-01.2013 on the subject mentioned above.
- The Immovable Property Returns (IPR) for the year 2012 (as on 31.12.2012) in respect of some of the PSO/Sr.PPS/PPS of the Central Secretariat Stenographers Service have not so far been received in this Department. A list of such officials is annexed herewith. Ministries/Departments concerned are once again requested to obtain the IPRs from the defaulting officers and forward the same to this Department immediately. Attention of defaulting officers is also invited to this Department’s O.M. No. 11012/11/2007-Estt.A dated 14.12.2007 read with O.M. of even number dated 27.09.2011 stipulating that Group ‘A’ officers, who do not submit the property return by the prescribed time would be denied vigilance clearance for (a) empanelment (b) deputation and (c) training programmes (except mandatory training).
