This order addresses representations from CSS Officers seeking relaxation of the requirement of having four Annual Performance Appraisal Reports (APARs) to be eligible for the Combined Section Officers’/Stenographers’ Limited Departmental Competitive Examination (SO LDCE) 2018. The relaxation is considered for officers whose joining into CSS was delayed due to administrative reasons. These officers, who met all other eligibility criteria except for the minimum APARs due to the delayed joining, are provisionally allowed to appear for the examination. Ministries and Departments are requested to forward applications with a status report regarding the reasons for the delayed joining.

ORDER
Whereas, few CSS Officers submitted representations for relaxing the condition of having 4 APARs for appearing in the Combined Section Officers’/Stenographers’ (Grade-‘B’/Grade I) Limited Departmental Competitive Examination for the year 2018 (SO LDCE 2018).
And whereas, the reason for requesting relaxation in APARs by these officers is delay in their joining in CSS due to administrative delay.
And whereas, the APAR for six months or more is treated as APAR for the whole year.
And whereas, as per the Central Secretariat Service Section Officers’ Grade (Limited Departmental Competitive Examination) Regulations, 2010, an ASO (of CSS) on the crucial date shall have rendered not less than five years approved service and shall also have earned at least four Annual Performance Appraisal Reports in the ASO Grade of the CSS.
And whereas, several representations for relaxing the condition of having 4 APARs for appearing in the Combined Section Officers’/Stenographers’ (Grade-‘B’/Grade I) Limited Departmental Competitive Examination for the year 2018 (SO LDCE 2018) on the ground ‘delayed joining due to administrative reasons” is under active consideration in this Department and is likely to take time before a decision is taken by the Competent Authority in the matter.
And whereas, the last date of applying online for the SO LDCE 2018 is $29^{\text {th }}$ November 2022.
Now, therefore, in light of the above facts, it has been decided that all such officers of CSS whose joining in CSS got delayed due to administrative reasons and who had actually joined the service and completed the probation period before the crucial date of eligibility i.e. $1^{\text {st }}$ July 2018 and are short of minimum APARs only because of delayed joining during that period and no other reason(s) are provisionally allowed to appear in the SO LDCE 2018.
All the Ministries/ Departments are, therefore, requested that while forwarding the applications of such officers to the UPSC, a Status Report may be sent to this Department along with their comments on the issue of their delayed joining in CSS.
