In a significant administrative decision, requests from certain Other Backward Class (OBC) employees, particularly those belonging to the Hill Sub-Cadre, seeking a revision of their allocation from Uttarakhand to Uttar Pradesh, have been thoroughly reviewed and ultimately declined. This decision stems from a careful examination of existing reservation policies and their amendments. It was clarified that while initial provisions had included OBCs for certain reservation benefits, subsequent updates explicitly did not extend these benefits to OBCs in the revised framework. As a result, the provisions for reservation, as they stand, are not applicable to these employees, including those within the plain cadre. It has also been noted that similar representations for allocation revision from Scheduled Caste and Scheduled Tribe employees of the hill sub-cadre, moving from Uttarakhand to Uttar Pradesh, were similarly not accepted in previous instances, reinforcing the consistent application of these administrative guidelines.

Sir,
I am directed to refer to the representations received from the OBC employees belonging to the Hill Sub-Cadre for revision of allocation from Uttarakhand to UP and to say that letter No.27/26/2006-SRS dated 28/29-05-2008 in which OBCs were included alongwith SCs/STs for availing benefits of reservation, has been subsequently amended vide this Department’s letter of even number dated 24-06-2010. The benefits of reservation have not been extended to OBCs in the revised letter dated 24-06-2010. The benefit of provisions of letters dt. 28/29-05-2008 and 24-06-2010 are, therefore, not available even to OBCs belonging to plain cadre. Therefore, the requests of hill subcadre employees belonging to OBCs for revision of their allocation from Uttarakhand to Uttar Pradesh, cannot be accepted.
2. Even the representations for revision of allocation from Uttarakhand to UP on similar ground received from SC/ST employees belonging to hill sub-cadre, could not be accepted as intimated vide letter No. 27/26/2006-SRS (Vol.III) dt. 01.05.2012 (copy enclosed).
