Regulation of Tenure for Officers on Central Deputation under the Central Staffing Scheme

This memorandum clarifies the regulations for the tenure of officers on central deputation within the Central Staffing Scheme. It states that officers can receive an additional two-year tenure when moving between Central Staffing Scheme posts and non-Central Staffing Scheme posts, or vice versa, provided they have served at least two years on either post. This also applies to officers serving as Private Secretary to a Minister. Consequently, an officer can serve on central deputation for a maximum of seven years. Furthermore, it has been decided that cadre clearance from the cadre controlling authority will no longer be required for each such shift. Cadre Controlling Authorities are advised to take note of these updated instructions.

Office Memorandum

Subject: Regulation of tenure of the officers on Central Deputation under the Central Staffing Scheme. [Group ‘A’ Services]

According to the consolidated deputation guidelines issued by Department of Personnel \& Training OM No. AB-14017/2/07-Estt.(RR) dated 29.02.2008, provisions exist for extension of period of deputation, admissible to officers on their shift from a Central Staffing Scheme post to a non-Central Staffing Scheme post or vice versa.
2. As per the Consolidated Deputation Guidelines referred to above, the provision below para 1.2 of the guidelines states that “if an officer moves from a Central Staffing Scheme post to a non-Central Staffing Scheme post, or vice versa, she/he shall be eligible for an additional tenure of two years, subject to at least two years on either post.” This dispensation is also available to officers when they work as Private Secretary to a Minister in combination of their tenure as Deputy Secretary/Director/Joint Secretary. Thus, the officer can be on Central Deputation for a maximum period of up to seven years.
3. It has been decided that in future, cadre clearance from the cadre controlling authority will not be required to be taken, each time, such shifts are made.
4. All Cadre Controlling Authorities are requested to take note of the above instructions for information.
