With reference to State Government’s letter no. 15/1/2012-1S(I) dated 6.4.2012, the question of re-fixation/fixation of seniority/year of allotment of the officers who were appointed to IAS by promotion from the Select Lists of 2001 and 2002 vide this Ministry’s notification No. 14015/34/2010-AIS-I(B) dated 21.11.2011 has been considered and the same has been computed under Rule 3(3)(ii) of IAS (Regulation of Seniority), Rules 1987, as amended from time to time, and is as shown in column no. 08 of the table, which follows:-
SCS (Select List-2001)

- As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been shown at S.No. 1 to 3 for the Select List of 2001 shall be placed enblock below Sh. Shyamal Mishra, IAS (RR:1996), the only direct recruit IAS officer of 1996 batch and above Shri Rakesh Gupta, IAS (RR:1997), the only RR IAS officer of 1997 batch of Haryana Cadre of IAS.
2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name has been shown at Sl.No. 4 for the select List 2001 and at S. No. 01 and 02 for the Select List of 2002 shall be placed below Shri Rakesh Gupta, IAS (RR:1997), the only RR IAS officer of 1997 batch and above Shri Brijendra Singh, so far the senior most RR IAS officer of 1998 batch of Haryana Cadre of IAS.
2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been shown at Sl.No. 3 for the select List 2002 shall be placed below Shri Rajeev Ranjan, IAS (RR:1998), so far the junior most RR IAS officer of 1998 batch and above Shri Ramesh Krishan, so far the senior most SCS:IAS officer of 1998 batch of Haryana Cadre of IAS. - The order may be conveyed to the concerned officer.
