Recommendations on State Advisory Committee Meeting regarding personnel allocation

This document conveys the acceptance by the Central Government of recommendations made by the State Advisory Committee concerning the allocation of personnel from the Adult Education Department and the Survey Unit under the Revenue Department. For the Adult Education Department, it was determined that employees whose appointing authority was a District Level Officer are considered Hill Cadre Employees and thus ineligible for state change during reorganization. Regarding the Survey Unit, it was confirmed as a District Level Unit that should not be bifurcated. District Level personnel are already allocated to Uttarakhand as per a prior government order, and personnel who previously joined Uttar Pradesh are recommended to be relieved to join Uttarakhand. Furthermore, it has been noted that Class-IV employees of the Department of Museum & Culture were included in the tentative allocation list for Uttarakhand as junior-most employees. A revision of this list is requested to ensure Class-IV employees are allocated based on their options only.

Subject : Recommendations of the State Advisory Committee meeting held on 19.03.2010 regarding –

Sir,
I am directed to refer to the subject noted above and to say that the matter of allocation of the personnel of Adult Education Department was considered by the State Advisory Committee in its meeting held on 19.03.2010 and it was found that their appointing authority was District Level Officer and hence they would be considered as Hill Cadre Employees and are not eligible for change of State on reorganization.

Further, the final allocation of Survey Unit under Revenue Department was also considered by the State Advisory Committee and it was found that Survey Unit is a District Level Unit. The decision taken earlier by the Committee that this unit is not to be bifurcated was correct. The District Level personnel already stand allocated to Uttarakhand vide Government of India order No.27/9/2001-SRS dated 11/09/2001. The Committee, therefore recommended that the personnel who had earlier joined in Uttar Pradesh may be relieved to join Uttarakhand.

The aforesaid recommendations of the State Advisory Committee have been accepted by the Central Government. You are requested to take necessary action as per the above recommendations of the State Advisory Committee.

Regarding the final allocation of employees of the Department of Museum \& Culture, it is observed that Class-IV employees have been included in the Tentative Final Allocation List for allocation to Uttarakhand as junior most employees. It is requested that the Tentative Final Allocation List may be revised as the Class-IV employees are to be allocated as per their option only.
