After reviewing tentative lists and considering representations from affected employees, the committee made final recommendations. Several objections were raised, primarily concerning the adherence to guidelines and requests for changes in options due to genuine hardship. The committee addressed specific cases, including a Forest Ranger discrepancy, and the unique situation of an employee with a kidney ailment who was not allotted to Uttaranchal due to hardship. Another case involved a couple posting policy consideration. Recommendations for two statistical assistants were held pending a High Court decision. Ultimately, the committee finalized the allocation of various posts, including Statistical Assistants, Office Superintendents, Accountants, and Stenographers, with specific allotments to Uttaranchal and some employees being retained in Uttar Pradesh based on domicile or hardship.

RECOMMENDATIONS OF THE STATE ADVISORY COMMITTEE REGARDING FINAL ALLOCATION OF PERSONNEL OF THE FOREST DEPARTMENT (NON PFS) OF UTTAR PRADESH TO THE STATE OF UTTARANCHAL
In accordance with section-76 of Uttar Pradesh Reorganization Act-2000 the State Advisory Committee, constituted by the Government of India for assisting in allotment of officer to the successor state of Uttar Pradesh and Uttaranchal, after having approved the tentative final list of officers belonging to the Forest Department (Non PFS) of U.P. and after having invited representations from persons who might be affected by the aforesaid tentative final list, met on and finalize its recommendations. It was placed before the committee that out of 34 , proposed personnel only 8 personnel have submitted representations the main objections of these representations are as follows –
(a) That the tentative final list is not in accordance with the guidelines issued by the State Advisory Committee from time to time;
(b) Representations regarding change of option;
Apart from the above, some of them have submitted that cases of genuine hardship be also taken into consideration.
The views of the Forest department of Uttar Pradesh in respect of all representations were placed before the Committee. After proper consideration and due deliberations, the committee makes following recommendation on the basis of information provided by the Forest department, U.P. regarding final allotment of personnel, pay scale wise –
Representative of the Uttaranchal Government indicated in the meeting that there is a discrepancy in the statement of Forest Department of U.P. in regard to the number of vacant post of Forest Ranger on the appointed date 9 November, 2000. Keeping this in view the Committee differed the allotment of Forest Rangers.

(1) Shri Surendra Bahadur Srivastava submitted his representation and stated therein that he is suffering from kidney ailment and he is presently under treatment of S.G.P.G.I., Lucknow therefore he has requested that keeping in view of this sort of hardship he should not be allotted to Uttaranchal. After perusal of the record his hardship found to be genuine. During the discussion a representative of Uttaranchal Government also indicated that no post of administrative officer is vacant therein Uttaranchal. Keeping all these in view the Committee disapproved his allotment to Uttaranchal.
(2) Shri Dinesh Chandra Upreti submitted his representation and stated therein that besides his ill health and family burden his wife an optee of Uttar Pradesh is senior to him. Therefore keeping these in view specially the policy of couple posting he should not be allocated to Uttaranchal. The Committee directed to the department to find out who is senior to whom in between the couple. Since under the couple posting policy the junior one is to follow the senior. The Committee directed to put up this matter again.
(3) The matter of Sri Mohan Chandra Pant and Sri Girish Chandra Bisht Statistical Assistants is subjudiced and stays have been granted by the Hon’ble High Court. Hence the recommendations in respect of these two employees is subject to the final judgement/decision of the Hon’ble High Court.
(4) These recommendations will however, be subject to court, if any
