Reallocation of Under Secretary Cadre Posts in Select Ministries

Ever wondered how government ministries adapt their internal structures to reflect evolving responsibilities? A recent directive sheds light on the dynamic process of reallocating key administrative positions. Following a comprehensive restructuring of the Central Secretariat Service (CSS) in 2003, a fixed cadre strength for Under Secretaries was established across various participating ministries. Over time, as operational mandates shifted and work was transferred between departments like Industrial Policy & Promotion, Heavy Industry, and Micro, Small & Medium Enterprises, a necessary adjustment in staffing became evident. To ensure optimal resource deployment, the competent authority has approved a revised distribution of Under Secretary posts. This strategic reallocation sees a transfer of four positions from the Department of Industrial Policy & Promotion, with two posts moving to the Ministry of Micro, Small & Medium Enterprises and another two to the Department of Heavy Industry. As a result, the updated cadre strength for Under Secretaries now stands at 26 for Industrial Policy & Promotion, 16 for Heavy Industry, and 10 for Micro, Small & Medium Enterprises. This proactive approach ensures that administrative support aligns with the current operational landscape of these vital government sectors.

Order
The Government had restructured the Central Secretariat Service (CSS) in year 2003 and decided, inter alia, to fix the cadre strength of the Grade-I (Under Secretary) at 1400. These cadre posts were allocated amongst the participating Ministries/ Departments by this Department vide letters of even number dated 1.10.2004 and as mentioned in second schedule to CSS Rules, 2009. The allocation of posts of Under Secretary in the under mentioned Ministries/Departments was as indicated below:-

  1. Subsequently, some items of work were transferred from Department of Industrial Policy and Promotion to Department of Heavy Industry and cadre strength of CSS post was apportioned by DIPP within these Departments. DIPP’s Office Order No.A.11011/1/2007-Estt dated 19.9.2007 refers. Later on some other items of work were transferred from DIPP to MSME further apportioning the strength of Under Secretary Grade amongst these. DIPP’s OM No.A.64011/1/2011-E.I dated 19.4.2012 refers.
  2. Approval of the competent authority is, therefore, accorded to allocation of two posts of Under Secretary each to Ministry of Micro, Small \& Medium Enterprises and Department of Heavy Industry by transfer of four cadre posts of Under Secretary of Central Secretariat Service from Department of Industrial Policy \& Promotion. The transfer of posts shall be effective from the dates these posts were struck off the strength of DIPP. The revised strength of Under Secretary Grade in these Ministries/Departments is, accordingly, as under:
