Consequent upon receipt of the proposal from the Government of Assam letter dated 15.11.2019 for re-determination of seniority/year of allotment of Smt. Manjula Saikia Bhuyan of Select List 2016 (Non-SCS Category), the seniority/year of allotment has been computed under Rule 3(3) (iii) of IAS (Regulation of Seniority), Rules 1987, as amended vide Notification No.14014/4/2011-AIS-I dated 05.05.2016 and other relevant rules. Weightage formula is as under:-

Manjula Saikia Bhuyan in the Select List of 2016(Non-SCS Category) has been restricted under provisions of the rule 3(3)(ii) of IAS(Regulation of Seniority) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List.
2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned in the table in the Select List of 2016 shall be placed below Shri Rakesh Agarwala the junior promotee IAS officer of 2009 batch (Non-SCS Category) and above Shri Cyril V D Diengdoh, senior most RR IAS officer of 2010 batch of Assam Segment of Joint Assam-Meghalaya Cadre.
