TENDER ENQUIRY NOTICE

The Tender Enquiry (TE) is being issued for inviting bids for purchase of one (1.5 Ton) Mechanical operated Cricket Pitch Roller from OEM (Original Equipment Manufacturer) and OEA (Original Equipment Authorizer) with no financial commitment and the Central Civil Services Cultural \& Sports Board (CCSCSB) reserves the right to change or vary any part thereof at any stage. CCSCSB also reserves the right to withdraw the TE, should it become necessary at any stage without assigning any reason.

Part-I General Information

  1. Last date and time for depositing the Bids: 12.08 .2016 at 2 PM.
  2. Manner of depositing the Quotation: Should be either dropped in the Tender Box marked as Tender Box or sent by registered post at the address given above so as to reach by the due date and time. Late tenders will not be considered. No responsibility will be taken for postal delay or non-delivery/non-receipt of Bid documents. Bid sent by FAX or e-mail will not be considered.
  3. Time and date for opening of Bids: 12.08 .2016 at 3.30 pm .
    (If due to any exigency, the due date for opening of the Bids is declared a closed holiday, the Bids will be opened on the next working day at the same time or on any other day/time, as intimated by the CCSCSB at the same venue.)
  4. Location of the Tender Box: CCSCSB Office Room No. 361, B-Wing Lok Nayak Bhawan, Khan Market New Delhi-110003.
    (Only those Bids that are found in the tender box will be opened.)
  5. Place of opening of the Quotations: CCSCSB Office, Lok Nayak Bhawan, New Delhi.

  1. The Bidders may depute their representative, duly authorized in writing to attend the opening of Bids on the due date and time. Rates and important commercial/technical clauses quoted by all bidders will be read out in the presence of the representative of all the bidders. This event will not be postponed due to non-presence of the bidder’s representative.

  2. Mode of Submission of Quotation: Bidders should submit the bid in closed envelope. The envelope should be marked as ‘Bid for purchase of Mechanical Cricket Pitch Roller’. Bids submitted in open envelopes will not be considered.

  3. Forwarding of Quotation: Bids should be forwarded by Bidders under their original memo/letter head inter alia furnishing details like TIN number, VAT/CST number with complete postal & e-mail address of their office.

  4. Clarification regarding contents of the TE: A prospective bidder who requires clarification regarding the contents of the bidding documents shall notify to the CCSCSB in writing about the clarification sought not later than 14 (fourteen) days prior to the date of opening of the Bids. Copies of the query and clarification by the CCSCSB will be sent to all prospective bidders who have received the bidding documents.

  5. Modification and withdrawal of Quotations: A bidder may modify or withdraw his bid after submission provided that the return notice of modification or withdrawal is received by the CCSCSB prior to deadline for submission of bids. A withdrawal notice may be sent by fax but it should be followed by a signed confirmation copy to be sent by post and such signed confirmation should reach the CCSCSB not later than the deadline for submission of bids. No bid shall be modified after the deadline for submission of bids. No bid may be withdrawn in the interval between the deadline for submission for bids and expiration of the period of the bid validity specified.

  6. Clarification: For clarification regarding contents of the bid during evaluation and comparison of bids, the CCSCSB at its discretion, may ask the bidder for clarification of his bid. The request for clarification will be given in writing and no change in prices or substance of the bid will be sought, offered or permitted. No post-bid clarification on the initiative of the bidder will be entertained.


  1. Rejection of Quotations: Canvassing by the bidder in any form, unsolicited letter, over writing and post-Tender correction may invoke summary rejection with forfeiture of EMD. Conditional tenders will be rejected.

  2. Validity of Quotations: The bids should remain valid for 90 days from the last date submission of the bids.

  3. Rates may be quoted in figures as well as in words also as per Annexure. If there is a discrepancy between words and figures, the amount in words will prevail for calculation of price.

Part-II – Standard Conditions of TE

Central Civil Services Cultural & Sports Board requires one (1.5 Ton) Mechanical operated Cricket Pitch Roller from OEM (Original Equipment Manufacturer) and OEA (Original Equipment Authorizer).

  1. Delivery Period: Delivery period for supply of items would be one month from the date of purchase order. Please note that purchase can be cancelled unilaterally by the CCSCSB in case items are not received within the contracted delivery period. Extension of contracted delivery period will be at the sole discretion of the CCSCSB with applicability of LD clause.

  2. Earnest Money Deposit: Bidders are requested to submit Earnest Money Deposit (EMD) for amount of Rs.15,000/- along with their bids. The EMD may be submitted in the form of an account payee Demand Draft, Fixed Deposit Receipt, Banker’s Cheque or Bank Guarantee form any of the Public Sector Banks or a Private Sector Bank authorized to conduct government business. EMD to remain valid for a period of forty five days beyond the final validity period. EMD of the unsuccessful bidders will be returned to them at the earliest after the expiry of the final bid validity latest on or before the 30th days after the award of the contract. The EMD of the successful bidder would be returned, without any interest whatsoever, after the receipt of Performance Security from them as called for in the contract.

  3. Warranty: Warranty for a period of at least one year is required for free replacement against defective workmanship & materials excluding normal wear and tear.


  1. Annual Maintenance: Manufacturer should also indicate Annual Maintenance charges (AMC) for 3 years after warrantee period is over.

  1. Any change in any duty/tax upward/downward as a result of any statuary variation in excise taking place with contract terms shall be allowed to the extent of actual quantum of such duty/tax paid by the supplier. Similarly, in case of downward revision in any duty/tax, the actual quantum of reduction of such duty/tax shall be reimbursed to the CCSCSB by the seller. All such adjustments shall include all relief’s exemptions, rebates, concession etc. if any obtained by the seller.

  2. The equipment shall be got inspected at factory by technician/official of the department.

  3. Test report/certificate is to be submitted at the time of supply.

  4. The Diesel/oil for test of equipment shall be paid by the OEM & OEA, no extra payment shall be paid.

  5. Any incidental charges transport, loading, unloading will be inclusive of quoted rates.

  1. The equipment shall also be got tested at site in the presence of Company’s technical representative and officials of the department.

  2. In case of OEA, a certificate from the OEM shall be enclosed with the tender.

  3. The complete payment will be made on delivery and successful testing of the Equipment at site.

  4. The supplier shall also arrange for training of the ground staff for at least three working days in operating and handling of the equipment at his (suppliers) cost.

Part -III- Evaluation Criteria & Price Bid Issues

  1. Evaluation Criteria: The broad guidelines for evaluation of Bids will be as follows:-

    a) The lowest Bid will be decided upon the lowest price quoted by the particular bidder as per the price format given in the Annexure.

    b) The lowest acceptable Bid will be considered further for placement of contract/supply order after complete clarification and price negotiations as decided by the buyer. Price negotiation will be done only with the lowest bidder (L-1).

Part -IV

Arbitration: The disputes or differences arising out of or in connection with the Contract shall be settled by bilateral discussion. Any dispute, disagreement or question arising out of or relating to the contract or relating to construction or performance, which cannot be settled amicably, may be resolved through arbitration.
