OFFICE MEMORANDUM
Subject: Promotion to the Grade of LDCs- regarding.
The undersigned is directed to say that consequent upon the Cadre restructuring of CSS, a decision was taken by the Government to abolish $85 %$ of the posts filled up through direct recruitment. Accordingly the CSCS rules were amended vide notification dated 08.11.2010. After the amendment, the recruitment in the grade of LDCs is being done as under.
(1) $70 \%$ by Seniority quota
(2) $30 \%$ by Limited Departmental Competitive Examination (LDCE).
2. In so far as LDCE quota appointments are concerned, candidates passed out (up to 2013) examination have been nominated to different Ministries/Departments. Simultaneously, the cadre units are required to fill up the LDCs out of SQ quota themselves. It is seen from the requests made by Ministries/Departments that up to date action with respect to filling up of SQ quota for LDC is still not completed as a result of which vacancies are depicted in LDC (SQ) quota. In view of this, all the cadre units are requested to take necessary action to fill up the seniority quota vacancies from the eligible group ‘ $C$ ‘ employees as per the CSCS rules and after that, the details of such promotions made may be sent to this Department.
