Exciting news for many civil servants! The government is actively working to clear a backlog of promotions for the esteemed position of Under Secretary within the Central Secretariat Service. This initiative aims to fill approximately 650 vacancies from the 2004 to 2008 promotion cycles. Section Officers who were part of the 1996 to 2000 select lists are currently in the zone of consideration.
To facilitate these crucial promotions, various departments are being urged to promptly furnish essential information. This includes comprehensive vigilance status reports for eligible officers, their confidential reports (ACRs) – particularly for periods before 2002-2003 for the 2004 list, and subsequent years for later lists. Furthermore, details regarding whether officers are still in active service, their current ministry or department, and any deputation or absorption into other organizations are also critical.
This swift action is necessary as the initial compilation of data is slated to be forwarded to the Union Public Service Commission by the first week of September. Therefore, all required information must reach the concerned division by August 31, 2009. Individual officers who are in the zone of consideration are also encouraged to proactively follow up with their respective authorities to ensure their records are submitted on time, paving the way for these long-awaited promotions.

OFFICE MEMORANDUM
Subject: Select Lists 2004 to 2008 of Grade I (Under Secretary) of CSS.
All the Ministries/Departments may be aware that this Department is in the process of bringing out all the pending panels upto 2008 of Grade I of CSS. It is expected that in the panels of 2004 onwards some 650 vacancies would arise. For the panels of 2004 onwards of Grade I of CSS, all the Section Officers upto the Select Lists of 1996 to 2000 would be covered in the zone of consideration of the respective panel years(2004 to 2008). Since the Section Officers’ grade of CSS is managed on a decentralized basis, the following information is urgently required in this Division for the above purpose:
(i) vigilance status of all Officers in the zone of consideration (to be forwarded to AVD.I Branch of DOP\&T),
(ii) CR Dossiers(mainly ACRs for the period prior to 2002-2003 for Select List 2004, 2003-2004 for Select List 2005 so on) including ‘NRCs’ if any,
(iii) whether the officers continue to be in service in the CSS, in the respective Ministry/Deptt. or have left the service of CSS (date of leaving the CSS),
(iv) whether they are on deputation and/or absorbed in any Organisation on deputation(date of deputation/absorption).
2. The vigilance status of ad hoc Under Secretaries may be sent to AVD.I Branch, North Block of this Department with a copy to Under Secretary(CS.I), CS Division.-: 2 :-
- All the individual Officers in their own interest are also requested that they may pursue the authorities concerned to make available the said information to this Department on an urgent basis. Needless to add, the outstanding panels in the grade of Under Secretary shall be in place only when all the relevant records are completed and forwarded to UPSC. This Department proposes to send the initial data/documents in the first week of September 2009, as such this communication be acted upon in a time bound manner, so as to ensure receipt of all information sought, latest by 31st August, 2009.
