Dated the $21^{\text {st }}$ November, 2022

ORDER

In continuation of this Department’s Order of even number dated 30.06.2022, 01.07.2022, 29.07.2022 and 03.08.2022 the approval of the competent authority is hereby conveyed for promotion of Shri Om Prakash Singh, ASO (DOB: 25.01.1985, ASO CSL2011/172) of Central Secretariat Service (CSS) and posted in D/o Expenditure, M/o Finance as Assistant Section Officer of CSS, after having been found ‘fit’ by the Departmental Promotion Committee (DPC) in its meeting held in the Cadre Unit concerned and clear from vigilance angle on the basis of the information received from the D/o Expenditure.
2. D/o Expenditure where the officer approved for promotion is currently posted, is requested to notify his appointment to the grade of Section Officer of CSS on regular basis subject to:
i) The promotion will be effective from 21.11 .2022 or the date of assumption of charge of the post of Section Officer on regular basis if it is later than 21.11.2022.
ii) If an officer is undergoing penalty, notification should not be issued for regular promotion and in such cases notification should be issued only after the currency of the penalty is over in terms of DoPT’s O.M. No.22034/5/2004-Estt.(D) dated 15.12.2004. Such cases should also be informed to this Department.
iii) Submission of the undertaking in the following format:
“With reference to Department of Personnel \& Training Order No.6/14/2022-CS-I(S) dated 01.07.2022, I hereby assume the charge of the post of Section Officer of CSS on regular basis w.e.f. (FN/AN).

I understand that my appointment being made in the year 2022 against the SO LDCE 2016-18 vacancies is only conditional till results of LDCE are declared and that in the event of my name not getting included in the SO SL 2022 or for previous years either under Seniority Quota or if I do not qualify SO LDCE for the aforesaid years, I will have no claim to continue to hold the post of Section Officer and I will stand to be reverted to the post of Assistant Section Officer (ASO) of CSS.”
iv) The D/o Expenditure may ensure submission of the above undertaking before notifying appointment of the promoted officer.
3. It may also be brought out clearly in the Notification/appointment order that the appointment of the officer shall be subject to the outcome of the following Court cases and also subject to any other order passed by any competent courts in any other connected matters:
(i) Civil Appeal No.629/2022 in Hon’ble Supreme Court of India and connected matters (Jarnail Singh batch of cases).
(ii) Matters relating to seniority, promotion etc in SO/ASO grade, if any, filed in any competent court till date.


  1. Some officers, who are approved for promotion as above may be on deputation as on date. To avail the benefit of promotion, such officers have two options:
    • (i) They may repatriate to CS-I to avail promotion
    • (ii) They may avail proforma promotion under Next Below Rule (NBR) from the date of promotion of their immediate junior.
  2. The officers who are presently on deputation and opt for (i) above, may submit their willingness within 7 working days and report to DOPT, CS-I Division within 30 working days from the date of issue of this Order for their further posting, failing which action shall be taken in terms of this Department’s OM dated 08.04.2011 (debarment conditions). In case of (ii), the officer concerned may submit a request, within 7 working days from the date of issue of this Order, for proforma promotion under NBR, under intimation to their borrowing organization, failing which it would be presumed that the officer is not willing to avail regular promotion as Section Officer.

  3. A copy of the promotion order issued in respect of the above officer may invariably be endorsed to this Department for record on the same day at rajeev.nayan@nic.in. The cadre unit concerned is also requested to furnish the information in this regard to this Department (CS-I Division) by 28.11.2022, positively in the enclosed proforma (Annexure-I).

  4. Promotion of officer may please be updated by the cadre unit concerned in the Web Based Cadre Management System.

  5. The Select List 2022 (SQ) shall be finalized upon receipt of DPC recommendations from all Cadre Units & declaration of results of LDCE 2016 to 2018 and review and finalization of US Select Lists from 2015 onwards. Further, this order does not convey any seniority in the Select List concerned and the same will be issued later.

  6. The other terms and conditions would remain the same as contained in this Department’s Order of even number dated 30.06.2022.
