This office order details the promotion of Shri Gulshan Lal from Under Secretary of CSS to Deputy Secretary of CSS on a regular basis. He will be posted to the Ministry of Women and Child Development. The Ministry of Urban Development, where he is currently working, has been asked to relieve him immediately without waiting for a replacement. This promotion is contingent on the outcome of a case pending before the Central Administrative Tribunal (CAT).

OFFICE ORDER
Consequent upon his inclusion in the Selection Grade (Deputy Secretary) Select List of CSS for the year 2010, Shri Gulshan Lal, Under Secretary of CSS is hereby promoted as Deputy Secretary of CSS on regular basis and posted in the Ministry of Women and Child Development, w.e.f. the date of assumption of charge against an existing vacancy.
- The Ministry of Urban Development, where the officer if presently working is requested to relieve the officer immediately without waiting for a substitute to enable him to avail him regular promotion to Selection Grade in the CSS. Orders for posting of substitute will be issued separately.

The above promotion of the Officer is subject to final orders of Hon’ble CAT in OA 1864/2009 filed before the Hon’ble CAT, Kolkata by Ms. Garima Singh vs. UOI & Ors. (since transferred to CAT, Principal Bench, New Delhi).
