OFFICE MEMORANDUM
Subject: Promotion of Section Officers of 1994 Select List to the Grade of Under Secretary on ad-hoc basis – furnishing of CR dossiers/ACRs/Vigilance Clearance.
The undersigned is directed to state that Section Officers of CSS of 1994 Select List are likely to be considered for their promotion to the Grade of Under Secretary on ad-hoc basis in near future. It has been noted that some Section Officers are not considered for their promotion to the Grade of Under Secretary in the absence of their complete ACRs, without the fault of the concerned officer. It has also been noted that some Ministries/Departments are not furnishing the vigilance clearance in respect of all Section Officers, who are due to be considered for their promotion to the next higher grade, resultantly, some officers have been promoted in whose respects, there is pendency of vigilance cases. To avoid such embarrassing situation, it is essential that vigilance clearance in respect of Section Officers, who are due to be considered for such promotion, are furnished to this Department without any fail.
- All Ministries/Departments are requested to furnish vigilance clearance and missing ACRs/CR dossiers of Section Officers of 1994 Select List to enable this Department to consider them for ad-hoc promotion to the Grade of Under Secretary. The Section Officers, in whose respect, vigilance clearance is not received from the concerned Ministry/Department and ACR/CR dossiers are not complete, he/she will not be considered for such promotion. In such circumstances, responsibility will lie on the concerned administrative Ministry/Department for the officer not being considered for promotion. The aforesaid information may be sent to this Department latest by 25th October, 2007.
