ORDER

Subject: Promotion of Section Officers of Central Secretariat Service (CSS) to Grade I (Under Secretary) of CSS on adhoc basis.

The sanction of the President is hereby accorded to the appointment of 59 Section Officers of Central Secretariat Service, whose names are given in the Annexure to this order, to the Grade I (Under Secretary) of CSS purely on adhoc basis until further orders and to post them to the Ministries/Departments shown against their names. The aforesaid adhoc promotion is subject to the following conditions:-
(i) The adhoc promotion shall not confer any right to continue in the grade indefinitely or for inclusion in the Select List for regular appointment or to claim seniority in the Grade I.
(ii) Adhoc appointments may be terminated at any point of time without giving any reason therefor.
(iii) The appointment on adhoc basis will take effect from the date of taking over charge of the post of Under Secretary in the Ministry / Department to which the officer has been allocated.
(iv) The appointment is subject to vigilance clearance. The Ministry / Department where the officer is working should relieve him / her only after verifying that no disciplinary proceedings are pending or contemplated against the officer. In case of pendency of such proceedings, the matter may be reported to this Department immediately.(v) The officers who have not completed/undergone level ‘D’ Training of the C.S.S. shall require to undergo and successfully complete the level ‘D’ Training within a period of two years.

(vi) The aforesaid appointment shall further be subject to the order, dated 11.01.2007 of the Central Administrative Tribunal, Principal Bench, New Delhi, in M.A.No. 2170/2006, O.A.No.2793/2005, M.A.No.2710/2005.

  1. It is requested that officers who have been allocated to other Ministries / Departments may be relieved of their duties immediately, if they are clear from vigilance angle so that they can take up their assignment as Under Secretary (adhoc) in the new Ministry / Department.

  2. Officers who are presently on deputation may be given the option to revert within one month with a view to avail the promotion. If the officer fails to join within the stipulated time, this order shall stand cancelled automatically.

  3. A copy of the notification issued may be endorsed to this Department for records.
