OFFICE MEMORANDUM

Subject: Promotion of Section Officers of the CSS to Grade I (Under Secretary) of the CSS on adhoc basis – Furnishing of fresh vigilance status – reg.

The undersigned is directed to say that due to various administrative reasons, there has been delay in bringing out up to date Select List of Under Secretary. Pending issue of Select Lists, the vacancies in the grade of US are being filled up on adhoc basis by preparing panel of officers assessed suitable for promotion by a Screening Committee.

1. The panel prepared in the month of August 2014 will shortly get exhausted and it is proposed to prepare a fresh panel of officers for adhoc promotion to US grade against the vacancies arising in the coming few months. Vigilance status in respect of Section Officers as mentioned in the Annexure-I was obtained earlier who are in the zone of consideration. However, considerable time has elapsed since receipt of vigilance status. It is, therefore, requested that the vigilance status of these officers may be furnished afresh in the format at Annexure-II for taking further necessary action. Vigilance status of SC/ST category officers of SOSL-2006 has recently been obtained and hence their vigilance status is not obtained afresh.

2. It is also informed that officers whose adhoc promotion orders were cancelled within a period of one year may not be considered for adhoc promotion. Similarly, officers who have already been recommended for inclusion in Select List for regular promotion and were not promoted for not undergoing mandatory level D training/unwilling for adhoc promotion may also not be considered for adhoc promotion. Names of such officers are not indicated in Annexure-I of this O.M.

3. The information may be furnished latest by 20.12.2014 positively to enable this Department to convene Screening Committee meeting. The officers concerned are also requested to ensure that the information in their respect is furnished by the due date.
