This Office Memorandum from the Ministry of Personnel, PG and Pensions addresses the delayed submission of Complete Record (CR) dossiers and other necessary information for the promotion of Section Officers of the Central Secretariat Service (CSS) to the grade of Under Secretary on an ad-hoc basis. Despite previous reminders, information is still pending for a significant number of officers, hindering the panel preparation process. Ministries/Departments are once again requested to submit the complete dossiers and information by May 31, 2016. The document also includes proformas for vigilance clearance, personal information, and certification of completed actions, along with lists of concerned ministries and officers.

OFFICE MEMORANDUM

Subject: Promotion of Section Officers of Central Secretariat Service (CSS) to Grade-I (Under Secretary) on ad-hoc basis – Furnishing of CR dossiers, vigilance clearance, personal information, etc.

The undersigned is directed to refer to this Department’s O.M. of even number dated 31.03.2016 and 01.04.2016 and subsequent reminders dated 05.05.2016 and 16.05.2016 on the subject mentioned above (uploaded on web-site www.persmin.nic.in → DoPT → Central Secretariat → CSS → Promotions → Promotion (Ad-hoc) → SO to US), and to say that CR dossiers and other requisite information have not yet been received in respect of large number of officers despite lapse of about two months. It may be appreciated that this Department will be able to prepare a panel of officers for ad-hoc promotion to the grade of Under Secretary only after receipt of complete information in respect of all officers who are zone of consideration. Name of officers whose CR dossiers and other requisite information have not yet been received or partially received are mentioned at the Annexure.

  1. Ministries/Departments concerned are therefore, once again requested to furnish complete and up-to-date CR dossier and other requisite information in respect of the officers (as mentioned in Annexure) in enclosed Proformae latest by 31.05.2016.
