Subject: Promotion of Section Officers of CSS consequent upon their inclusion in the Select Lists for the years 2004 to 2008, to Grade I (Under Secretary) in the Central Secretariat Service.
Further to this Ministry’s O.M. number of even number dated 07.01.2010, the undersigned is directed to say that the following Section Officers of the CSS shall stand promoted to the Grade I of the CSS consequent upon inclusion of their names in the Select Lists of 2004 to 2008 of Grade I of the CSS.

3. The Ministries where the officers are presently working as Section Officers shall relieve them immediately after indicating their vigilance status in the relieving orders, with the direction to report to the Ministry where they have been posted. The officers may be relieved for promotion immediately without waiting for their substitutes. Action to post substitutes is being taken separately by this Department. In case of those officers who are away on deputation, their option may be taken, if they wish to return to the Cadre to avail their promotion or otherwise.
4. In the case of all other officers, who are already working as ad-hoc Under Secretaries and whose names have been included in the Select List of 2004 to 2008 of Grade I of CSS, their appointment to Grade I of CSS may be notified by the Ministry/Department concerned where they are presently working, after ascertaining their vigilance status. In case officers are away on deputation/long leave etc. their option to return to the cadre may be obtained. The rotational transfer of all regularly promoted officers at the Under Secretary level shall be governed by Rotational Transfer Policy (RTP) as laid down in this Department’s O.M. No.21/2/2009-CS.I (P) dated 29.04.2009.
