This Office Memorandum from the Ministry of Personnel, Public Grievances and Pension details the consideration and subsequent denial of retention requests for four officials – S. Sumathy, Girija A. Sharma, Indu Mehra, and Renu Pathak – who were promoted to Principal Private Secretary on an ad-hoc basis. The requests from the Ministry of Road Transport & Highways (RT&H) and the Ministry of Water Resources were reviewed, but ultimately not approved. Furthermore, as these officials have expressed their inability to accept the ad-hoc promotion if not retained in their current ministries, the original promotion orders from March 29, 2011, are now considered withdrawn. The memorandum is addressed to the Joint Secretaries of the involved ministries: RT&H, Water Resources, Home Affairs, UPSC, and Expenditure.

OFFICE MEMORANDUM
Sub:- Promotion of Private Secretary (PS) of CSSS to Principal Private Secretary (PPS) of CSSS on ad-hoc basis – retention.
The undersigned is directed to refer to M/o RT&H’s OM. No. A.12026/1/2011-E.I(B) dt 27.04.2011 and M/o Water Resources OM. No. 5/3/2011-Admn dt 05.05.2011 on the subject cited above and to say that the requests of the cadre units for retention of the following officials in that Ministry has been considered, but the same could not be acceded to.
