OFFICE MEMORANDUM

Subject: Promotion of Assistant to the grade of Section Officer of Central Secretariat Service (CSS) on ad-hoc basis.

The undersigned is directed to refer to this Department’s OM of even No. dated 23.08.2012 on the subject mentioned above vide which all the Cadre Units were requested to promote the eligible Assistants within the zone prescribed to the Grade of Section Officer on ad-hoc basis to the extent of available vacancies. Cadre Units were also requested to forward to this division the recommendations of the DPC in respect of the remaining eligible Assistants in the prescribed zone, who are clear from vigilance angle and cannot be promoted within the Cadre Unit due to lack of vacancies, to this Division.

  1. Accordingly, based on the information received from the Cadre Units, the Competent Authority has ordered the transfer of the following Assistants and posted them to the Cadre Unit indicated against their names on their promotion to the Grade of Section Officer on ad-hoc basis:

  1. The ad-hoc promotion/appointment would be subject to the following conditions:-
  2. (i) The period of ad-hoc promotion would be up to 31.12.2012 or till the regular Section Officers are made available or until further orders, whichever is earlier;
  3. (ii) The ad-hoc appointments shall not confer any right to continue in the grade indefinitely or for inclusion in the Select List for regular appointment or to claim seniority in the Section Officers’ grade of CSS;
  4. (iii) Ad-hoc appointments may be terminated at any point of time without giving any reason therefore;
  5. (iv) The appointment on ad-hoc basis in respect of officers at S.N. 1 to 23 at para 2 above, will take effect from the date of assuming the charge of the post of Section Officer in the Ministry/Department to which the officer have been allocated.
  6. (v) The appointment is subject to vigilance clearance in terms of this Department’s OM No 22011/4/91-Estt(A) dated 14.9.1992 and OM No 22012/1/99-Estt(D) dated 25.10.2004 and Ministry/Department where the officers is working should relieve him/her only after verifying that no disciplinary proceeding are pending or contemplated against the officer;
  7. (vi) No request for retention of the officers in the same Ministry/Department on promotion from Assistant to Section Officer would be entertained.
  8. The officers who have been allocated to other Ministries/Departments should be relieved of their duties immediately to enable them to take up their assignments as Section Officer (ad-hoc) in the Ministry/Department allocated.5. Formal order/notification appointing the officers will be issued by the Ministry/Department where officer(s) have assumed the charge of Section Officer. A copy of the order/notification issued should be endorsed to this Depatment.
